So there is nothing near the seats. The hole behind the doghouse has the valve located in the image URL, It has the cap, also in one of the pictures, that has a liquid that smells a little like alcohol. I did find the pump under the rear storage behind the gas tank. The plug does receive 12V with the ballast switch on, and nothing when it is turned off so Im going to take a good guess the motor is actually dead.

Guessing the Cap is a place to put winterizing fluid in the system ~ good thing and a good idea

Take the impeller out of the pump…maybe shredded and jammed up…see if pump works without impeller…get the up graded version impeller

Once your up and running with the ballast…take a picture of your wake behind the boat…interested in getting mine going…
