Rudder port and rudder play ?

My 2009 Prostar 190 has been seeping water in and have tracked it down to the rudder port which has some play in it. Are these supposed to have any slop in them. ? Checked the part prices and looks like I will also have to replace the rudder too is this correct ? The part description says 2013 and older will have to replace rudder too. Thank's for any info on this.

You can remove the rudder port and send it back to OJ. They will rebuild it for $75. Fixed my leak. Here is a thread I created on how I pulled the port.
