Fuel Filling on hill

So - my new place has my boat out front, and a set of 45 stairs up from the water. Obviously carrying tanks are a bit difficult. I have a 15 gallon tank on wheels, that I want to keep up top, and run a hose/fuel line down. Using gravity with a shut off valve on top and the bottom.

Question - has anyone done this before? Or have suggestions on what to do? I'm sure I'm not the only one that has less than ideal steps to their boat.
