I had this similar issue on my '08. What I found is the old "worn" impeller is just compliant enough to spin and pump slowly and hide the fact that pump bearings are shot. When installing new impeller everything gets a bit tighter and makes the problem worse. It t hen manifests itself as turning on and shutting off after a few seconds.
