New rudder port install Spacer location

I am working on a 1996 Maristar 225 VRS and I am in the process of replacing the rudder port part number 200173. The port I pulled out had a spacer on the top the new one has nylon that extends above the brass on the top and the nylon spacer was zip tied to the bottom. Should the spacer be installed on the bottom or on the top?
