It is the part of the exhaust directly above / behind the split hose you circled in your picture. The oxygen sensor is the wire plugged into that part of the exhaust in your picture.

No, there is no filter at the bottom of the fill tube. There is a screen/filter at the pump pick-up point to keep material out of the pump and engine. If you ever clean out an old gas tank you always find small rocks and other debris in the bottom of the tank.

For your 97, is 31-33 PSI the correct fuel pressure? I don't have a good reference, but that seems low for a fuel injected engine. On my 99 the targeted fuel pressure is 43-45 psi and on boats after 2002 or so it jumps to 50-60 PSI.
