Had the same problem on one of my boats. It was my '09 and it was the first oil change. So, IMO, it was overtightened from the factory. Had to destroy it and do the screwdriver thing too.

I had no problems with my OTT cover. As long as I ratcheted it tight enough. If not, water would pool. But I have heard of some covers just not fitting properly from the factory.
