Fascinating situation.
While i cannot tell from the pictures. does the ground wire actually connect to "the corroded sleeve that the fuel cartridges slide into" ? From the images it seems like they are only connected via plastic, therefore no ground.

Easiest is begin with Waterlogged's suggestion. pull off air cleaner and with boat cold and have someone else pump the throttle while looking down the carb. use a flashlight, hold the choke open so you can see. there should be two obvious squirts of fuel.

You got a great price having those welded up for $150. I don't think you'll find that kind of pricing in the northeast.
I went thru this fixing the same problem on my buddies boat last year. The best advice I got was to drain the water out of the manifolds when not in use to impede the electrolysis...

It could just be the photo but the plug looks water washed to me as well. You are referencing 2,3,5,8 as one side and as 1,4,6,7 the other. that does not sync up with 1redTA's engine illustration where 2,3 are on one side and 5,8 are on the other. are we talking about the same thing?

One other question: what was the result of your fuel pump pressure test?
I thought d2jp was onto something with that suggestion.
Also for d2jp, how did you ever figure out that over pressure on the fuel pump was the problem with your boat? how high and variable was it?

when you were writing some of this I had wondered if its possible to do plug chops on a ski boat like you would on a snowmobile, motorcycle or (I assume jet ski is the same) to determine proper jet size
full throttle for 1/2 or 1 mile. kill engine with out throttling down.

The needle and seat are not difficult to replace and there are a million videos on the holley carbs. many of their models are similar. You have to remove the fuel bowl to get at it or to adjust the float on the 4160 carb. of course you will need new gaskets and the biggest hassle is removing the old...

If its not the anti siphon valve, by any chance did you use Teflon tape on fuel line connections? if so its possible that is clogging up fuel system or new carb. also check for vacuum leaks on carb base. easy to do with starting fluid or propane.

Water temp varies depending on depth, wind and amount of under water springs etc but temps are around mid 70's right now. it can be even warmer this time of year but we have had a lot of rain....

I sort of did sort of the same on my boat but separated the replacement board (3/4" Plywood coated in epoxy, then carpeted). I also reinforced the plywood along the edges with strips of plywood "on edge".
The point, I made the replacement into three pieces. a small piece, maybe...
