My 2006 ballast system is not working.

In years past the 3 fuses/switches on the relay switch would constantly pop out. If I fiddled with it enough I could eventually get it to fill and empty.

Now those no longer pop out but it won't fill or empty. The left side is full...

I have 2007 Mastercraft X2 with the current ballast setup:

Front: 400lbs. stock + 500lbs. lead weight = 900lbs.
Port - Rear: 250lbs. stock + 455lbs. piggy back sack = 705 lbs.
Starboard - Rear: 250lbs. stock + 455lbs. piggy back sack = 705 lbs.
Total Weight: 2,310...

Ok so there are seveal threads out there already but none with a clear response (that I could find anyway). I have tried several configs and only once come close to surfing w/out the rope.

Here is my setup:

750lb Fly High sac in rear port locker
300lb KGB in center...

I just purchased a 2010 X2 with 15 hours completely loaded for $55,000!
I need to know what ballast/surftab/where people should sit settings I need.
Some stuff to consider for settings, I have:
The B.I.G. system
Factory Ballast
Surf Tabs
and usually 5 or 6 people...
