With the first configuration, you'll run the risk of cracking your factory ballast hard tank if the piggyback bag is in the locker above the hard tank. The floor above the hard tank is not strong enough to support the piggyback bag by itself. The hard tank must always be full of water when there is any weight on the floor above it. That has to hold true during fill and drain.
