Ballast bag not completely empty

I have an 18 X23 and the rear port side ballast bag will not completely empty. I checked both impellers and they look good. Both pumps are also turning. Any ideas on what the problem could be?

They're likely not fully emptying because the boat will sometimes sit at an angle that prevents all the ballast water from reaching the empty hose. This sometimes happens on my boat and I choose not to worry about it. If there's a significant amount of water left in the bags you may have a bigger problem on your hands...

Sometimes on mine I will lift the bag and gravity drain whats left in the bag. Theres always a little extra water in both my bags after emptying.

I assume you've checked the hose fitting at the rear of the bag? Sometimes they can get pointed up or the bag can get bunched up a bit. Make sure it is pointing down and back.

I flipped the bag over and problem solved. Thanks for the help everyone.
