Just to update everyone, I went on the boat today and filled the ballasts. I pushed my limits and kept on filling them, the bags eventually overflowed out the side. However, they just seemed to tight for my comfort! Im sure they are meant to get like that though.

They have 500 pounds of water in them. That's a lot of force. They will be tight.

I had the same question for my 2018 x23. At the start of the season the bags weren't filling completely (lots of air and I could still push the tops of the bags down which I thought was normal), but after moving them around a bit, they now fill to the point where I thought they'd burst and I can't push them down at all. A lot of water starts coming out of the side vents, so I from what I'm reading here, the bags will really get big and tight and then start venting. I was scared to pop my bags too, but I guess that's just how they're supposed to work. At least I know they're full now.
