when you were writing some of this I had wondered if its possible to do plug chops on a ski boat like you would on a snowmobile, motorcycle or (I assume jet ski is the same) to determine proper jet size
full throttle for 1/2 or 1 mile. kill engine with out throttling down.
pull plugs and examine assuming floats are set correctly, ignition etc.
rich means drop main jet size. lean mean increase.
any history on the carb and on your boat? I am assuming it was the one that came on it or you bought it used and it always basically ran like that.
the upside is you are basically a carb expert now. I am directing all future questions towards you.

One other question: what was the result of your fuel pump pressure test?
I thought d2jp was onto something with that suggestion.
Also for d2jp, how did you ever figure out that over pressure on the fuel pump was the problem with your boat? how high and variable was it?
I have wanted to add a fuel pressure gauge to my boat so I can quickly rule out fuel flow or pressure if for some reason the boat doesn't want to start
