    Throttle response

I’m house boating on lake don Pedro and before we left I had a new water pump and oil change done by a mechanic at the new marina I’m storing at.

When I got in the boat to start it I couldn’t rev it with the neutral button pulled out. I can in reverse. Besides that when the neutral button is pushed in it goes into gear normal but but I have to push the lever down an inch or two before it takes off. Any tips on how to adjust this no the water?
    It’s a 91 prostar with perfect pass

I'm home now and have more information. Its this knob on the perfect pass. I can turn it to tighten the cable then the throttle is back to normal but after a couple of rev's in neutral it unwinds a little and doesn't return. I'm never used the perfect pass it came on the boat but I'm wondering if I had turned it on if that would have corrected the problem. Instead we cable tied it in possible for the rest of the trip and it was fine.

    Any tips would be appreciated.
