Engine fires then dies

1988 190 351 Indmar

When I crank the engine hot the boat fires, but as the ignition key is released the engine dies.

I traced the wiring and it looks like only one wire from the solenoid to the ballast (has aftermarket EI but ballast still in use and I don’t know the brand. - under the rotor is a collar with 8 tiny magnets held in place with a plastic collar....)

Am I right thinking that the ignition key when in “on” is always supplying 12 volts to the ballast through the solenoid??? Maybe bad ignition switch??
