bad breaker?

I have a 1998 prostar 190. When I try to start, it just clicks. I have good voltage from the battery. I can feel the breaker at the back of the engine clicking when I try to start.
I attached two pictures. One shows the back of the engine where the breaker box is and the box.
The other shows the back side of the box. When I place a jumper wire between the two terminals as shown, the engine starts when the ignition switch is in the "on" position.
When I try to press the red "reset" button, it is stiff and does not depress.
What parts do I need to fix this issue?

Sounds to me like a bad solenoid/starter relay (the device with the posts you are shorting to start the motor). If the breaker were bad/tripped, shorting those two terminals would do nothing.

Yeah, the main circuit breaker has nothing to do with this problem.

90% chance it's the starter solenoid.
